KUWAIT: The Embassy of the Republic of Peru in Kuwait hosted an event on Thursday to present a commemorative postage stamp marking the 50th anniversary of diplomatic relations between Kuwait and Peru. Speaking at the event, Assistant Foreign Minister for the Americas Nawaf Abdullatif Sulaiman Al-Ahmed praised the historic, strong and friendly relations between Kuwait and Peru, as the two countries marked the 50th anniversary of establishing diplomatic ties.

Al-Ahmed highlighted Peru’s courageous support for Kuwait during the Iraqi invasion in 1990 and subsequent cooperation in international forums, particularly during the country’s non-permanent membership in the UN Security Council in 2018–2019. He emphasized that bilateral relations span trade, investment, culture and energy, stressing the mutual commitment to expand cooperation. He also congratulated Peru on issuing a joint commemorative postage stamp featuring Kuwait’s Red Palace and Peru’s Real Felipe Fortress, calling it “More than just a stamp, but a symbol of the convergence of two histories and civilizations despite geographical distance.”

Al-Ahmed expressed confidence that ties between the two countries will continue, saying “In the same constructive spirit that has distinguished them over the past five decades. During his remarks, Peruvian Ambassador Carlos Enrique Tomas Martin Jiménez indicated the symbolic importance of the anniversary, noting that the President of Peru Dina Boluarte recently met with Kuwait’s Crown Prince HH Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah in New York on the sidelines of the UN General Assembly, a development he said would further strengthen bilateral cooperation.

He stated “The postage stamp gave the possibility to reach anyone anywhere and became a showcase of our national souls.” The ambassador continued “1975 was a transformative year touching geopolitics, popular culture, technology and global society. And now two very distant states, Kuwait and Peru, decided to strengthen their relations through the establishment of diplomatic relations.”

“We did it, because we were convinced that we share common values, that our principles and our visions for our people were aligned with, what is more important, we are willing to offer them a better future, which our joint efforts will bring them a better world. And we still, now more than ever, in that path. This postage stamp, this title piece of paper, reminds us of our commitments,” he concluded.

During the event, Kuwait’s non-resident ambassador to Peru, Talal Al-Mansour, also delivered a recorded message, extending appreciation to the Peruvian government and people for the initiative. He described the commemorative stamp as “a powerful diplomatic tool that serves as a traveling ambassador of the deep-rooted relations between both countries.”

Kuwait to standardize recognition of foreign high school diplomas

KUWAIT: Kuwait’s ministers of education and higher education are working on a unified system to recognize foreign high school diplomas, a move that comes amid long-running concerns over fairness in the government’s scholarship program.

Every year, thousands of Kuwaiti high school graduates compete for all-expenses-paid government scholarships to study abroad. While students from public, private, and foreign schools can apply, critics have repeatedly accused the program of favouring graduates of foreign-language private schools — a claim officials have repeatedly denied.

On Wednesday, Minister of Higher Education and Scientific Research Dr Nader Al-Jallal and Minister of Education Jalal Al-Tabtabai held a joint meeting to discuss a standardized process. Senior officials from both ministries and representatives from higher education institutions also attended.

In a joint statement, the ministers said they focused on “organizational and technical aspects of the recognition process in a way that limits grade inflation and ensures fairness and equal opportunity for graduates of the Ministry of Education who wish to join various higher education institutions inside and outside the country.”

They also emphasized “the importance of continuing coordination and working in a team spirit between the two sides to reach an integrated and fair system that reinforces confidence in the mechanisms for recognizing foreign secondary school certificates” and committed to implementing the agreed-upon measures “to ensure swift completion and achieve the desired goals.”

The ministries said the effort will help unify procedures to meet the requirements of the coming phase and serve the public interest of students and their families. — Agencies
