Court overturns acquittal, sentences Kuwaiti to 2 years

KUWAIT CITY, Sept 25: The Second Circuit of the Court of Appeals, presided over by Judge Nasser Salem Al-Haid, along with Judge Saud Al-Sanea and Judge Tariq Metwally, overturned the verdict issued by a lower court, which acquitted a citizen who was charged with insulting and defaming the Amir. The court instead sentenced him to two years ‘ imprisonment with hard labor. The court upheld the acquittal of another individual involved in the same case, after State Security officers monitored their discussions on the “X” platform. In a separate case, the same circuit upheld a life sentence for a Kuwaiti citizen and 15-year prison terms for an Iranian woman and two Egyptian nationals. The defendants were convicted of smuggling 58 kilograms of hashish by sea and had been arrested in an ambush conducted by the Drug Control General Department.

Meanwhile, a detention renewal judge on Wednesday denied the release of several members of a cooperative society and expatriates accused of money laundering and accepting bribes in exchange for approving company merchandise. The suspects were apprehended in a well-planned operation conducted by Mubarak Al-Kabeer Investigations. Investigations revealed that the defendants face charges of receiving illegal payments and facilitating the placement of merchandise on the shelves of cooperative societies in violation of official procedures. The Public Prosecution ordered their continued detention pending further investigation. Additionally, the Constitutional Court has scheduled a session for November 26 to issue its ruling on the appeal filed by Dr. Suad Al-Sabah and others, challenging the constitutionality of the Anti-Monopoly Law regarding undeveloped plots. The disputed law imposes an annual fee of KD 10 per square meter for undeveloped residential plots exceeding 1,500 square meters, regardless of whether the plots are owned by individuals or legal entities, and whether the plots are located in a single or multiple locations. This fee increases by KD 30 each year until it reaches a maximum of KD 100 per square meter.

Kuwait Municipality launches health and advertisement license inspection campaign in the Capital Governorate.

KUWAIT CITY, Sept 25: Kuwait Municipality has launched a comprehensive field campaign to inspect health and advertisement licenses of shops in the Capital Governorate, aiming to ensure full compliance with municipal regulations.

Abdulrahman Al-Rasheed, head of the Capital Governorate inspection team, announced Thursday that 15 violations were recorded during the ongoing campaign. The team focused on verifying the validity of advertisement licenses and inspected advertisement sites, particularly those located outside property boundaries, taking necessary regulatory action against violators.

Al-Rasheed emphasized that unlicensed commercial store advertisements found on the streets are immediately removed, and the store owners are fined accordingly. He also highlighted strict regulations surrounding outdoor seating areas in front of shops, which must be licensed by the municipality under specific conditions. Any unauthorized seating areas are removed promptly, with fines imposed on the owners.

Common violations encountered include misuse of space in front of shops and poor maintenance of billboards, such as discoloration or structural cracks. Al-Rasheed called on shop owners to adhere strictly to municipal laws and regulations.

Inspection teams affiliated with safety departments across Kuwait’s six governorates are conducting similar field campaigns, underscoring the municipality’s commitment to enforcing regulations consistently. The current campaign will be followed by a series of scheduled tours in all governorates, coordinated by the Public Relations Department and relevant municipal divisions.

Al-Rasheed concluded by stressing that municipal inspection teams will continue to take firm control measures to ensure compliance with all rules and regulations.

KUWAIT CITY, Sept 25:  Kuwaiti authorities have arrested a suspect involved in circulating counterfeit 20-dinar Kuwaiti banknotes following a targeted investigation by the General Department of Criminal Investigations, specifically the Department for Combating Counterfeiting and Forgery Crimes.

The arrest came after two separate reports were filed with the Khaitan police station, alerting officials to the circulation of fake currency in the area. Intensified investigations led to the identification and legal arrest of the suspect, who was found carrying drug paraphernalia at the time of detention.

Upon interrogation, the suspect confessed not only to the two reported cases but also to multiple similar offenses across various governorates. He admitted to personally producing the counterfeit notes using sophisticated equipment housed in his family’s chalet located in the Sabah Al-Ahmad Sea City area, where he stored large sums of fake currency.

A thorough search of the chalet revealed an extensive counterfeit operation, including over 20 printing machines equipped with scanners, dozens of inks and dyes, paper cutters, thousands of ready-to-use counterfeit banknotes, hundreds more in production, along with forgery labels, chemical substances, and drug paraphernalia.

The suspect has been handed over to the relevant authorities to proceed with the necessary legal actions.

The Ministry of Interior continues to emphasize its commitment to cracking down on forgery and protecting the integrity of Kuwait’s currency.
