KUWAIT: Minister of Higher Education and Scientific Research Dr Nader Al-Jallal has approved new amendments to the foreign scholarship regulations, the Ministry of Higher Education announced on Sunday. In an official statement, Dr Al-Jallal said the revisions aim to further develop the foreign scholarship framework, improve the quality of education, and align academic outcomes with labor market needs and national development strategies.
He affirmed that the changes are part of the ministry’s strategic vision to prepare highly qualified national cadres capable of contributing effectively to Kuwait’s development and keeping pace with global academic advancements. “The ministry remains committed to providing students with optimal educational opportunities and ensuring maximum benefit from scholarship programs,” he said. Acting Undersecretary of the Ministry of Higher Education Lamia Al-Mulhim explained in a prior statement that the amendments follow a comprehensive internal study. One of the key changes includes replacing the preparatory English language phase with a requirement for applicants to achieve a minimum score of 5.5 on the IELTS exam, in addition to meeting the university’s required score in the chosen specialization, as a prerequisite for joining the mission headquarters.
Students will be granted a full calendar year from the date of announcement of acceptance results to fulfill this requirement. Additional revisions were made to the Excellence Mission clause. Students admitted under this category must now maintain a minimum GPA of 2.67 on a 4.0 scale — or the equivalent in other academic systems — during their studies to remain eligible.
Al-Mulhim emphasized the ministry’s commitment to ensuring fairness and equal opportunities for all students. As part of this commitment, a new clause was introduced stipulating that applicants must not have previously received a scholarship or grant within Kuwait for a bachelor’s degree, unless they reimburse the associated costs.
